Department Overview


The Neighborhood Improvement Department was created in 1995 with the Zero Percent Deferred Payment Loan Program. The City of Granite City partnered with Madison County Community Development to help low and moderate income homeowners improve the safety of their homes. In the year 2005, the Neighborhood Improvement Department started the Mayor’s Scattered Housing Program. This program is also designed to help low and moderate income families. The City acquires vacant lots and partners with Madison County Community Development for subsidies to help families afford new houses.

The department also supplies preliminary information for other programs offered by Madison County Community Development for low and moderate income families.

Why Revitalize Neighborhoods?


The Zero Percent Deferred Payment Loan Program & the Mayor’s Scattered Housing Program are part of the community revitalization that is going on in Granite City today. It is important to continue this revitalization of our older historic neighborhoods to maintain & encourage growth in the city. The improvement and revitalization of the older, less desirable places in town will also have a positive although indirect affect on newer, more desirable neighborhoods in that it raises the overall property value throughout the City.

Also, being that there is only a limited amount of space available for development within the City, revitalizing older areas is crucial to maintaining the most efficient and best use possible for the land. While the City has and will continue to invest a great deal of time and effort into our older neighborhoods, it does not mean that we are neglecting our newer ones. As a result, the City is also focused on maintaining nicer neighborhoods and building new subdivisions in the future.
