Strong Mayor Form of Government
Granite City is run under a strong mayor form of government. Under this system the Mayor is the City's chief executive officer, similar to the governor or the president. The Council is the legislative body, providing checks and balances to the Mayor's authority. Therefore, the Mayor has the authority to appoint and dismiss any of the department head positions throughout the City. It also means that he can break ties on issues when the Council is deadlocked and that he has veto power.
However, this does not mean that he can solely determine what the budget will be and how it will be spent. Nor is he charged with writing and passing ordinances or laws. Overall, this system does give the Mayor’s position considerable authority, but it is not without its checks and balances.
