Meeting Times & Place
The regular meetings of the City Council shall be held on the first and third Tuesdays of each month at 7:00 pm and continue until adjournment or 10:00 pm, whichever is first. If the meeting falls on a legal holiday, then the meeting shall take place on the following day at the same hour. Meetings shall be conducted in the Council Chambers of City Hall, unless otherwise provided.
The Mayor or a minimum of three council members may call for a special meeting, so long as notice is given to each member of the council at least 24 hours beforehand.
No ordinance or monetary expenditure can be approved by the City Council in the absence of a quorum, which constitutes one-half of the elected members of the council plus the mayor.
It is unlawful to disturb any meeting of the City Council or committee meeting, or to behave in a disorderly manner at any such meeting. Persons in violation of this policy are subject to a fine of up to $750 per offense.
Smoking is prohibited during any and all Council and committee meetings. Violators are subject to a fine of at least $10, but no more than $50 for each offense.
Order of Business
The regular order of business at meetings of the City Council shall be as follows:
1. Roll call;
2. Approval of minutes of previous meeting;
3. Presentation of communications and petitions;
4. Remarks by the Mayor;
5. Report of standing committees;
6. Report of special committees;
7. Report of officers;
8. Unfinished business;
9. New business;
No vote or action of the City Council shall be rescinded at any special meeting unless there are present at the special meeting as many members of the Council as were present at the meeting when the vote or action was taken, as provided by statute.
Any resolution submitted to the City Council shall be reduced to writing before being voted upon, at the request of any two members of the Council.
Addressing the Council
Only sitting members of the Council and other elected and appointed officers shall have the inherent right to speak on the floor of the Council. This right shall be granted to other persons only when the privilege requested is moved by the mayor and allowed by a two-thirds vote of the Council. The applicant requesting to speak to the Council must first file an application in the City Clerk’s office by 3:00 pm on the Thursday preceding such council meeting, with a description of the subject to be discussed and the amount of time required.
Reading of Ordinances
No ordinance or resolution shall be passed on one reading except by the consent of a two-thirds majority of the City Council.
Suspension of Rules
The rules of order may only be suspended following a motion by the chairperson of the proper standing committee for the action requiring the temporary suspension of the rules. An explanation is to be given for the purpose and necessity of such suspension and will require a two-thirds vote of the Council to be passed.
Robert’s Rules of Order
Except when in conflict with the provisions set forth in the Municipal Code, Robert’s Rules of Order shall govern the deliberation of the Council.
Presentation of Communications and Ordinances
No communications or ordinances shall be considered by the City Council unless presented to the City Clerk by 3:00 pm on the Thursday preceding the Council meeting.
Introduction of Ordinances
A resolution authorizing the filing and introduction of an ordinance must be passed before the Council may consider the ordinance to pass as legislation. This resolution must be passed during a Council meeting prior to the meeting in which the ordinance is to be considered.
Reading of Ordinances
Each member of the Council is to receive a copy of each ordinance to be considered before proceeding with voting on the ordinance. If less than all members of the Council receive a copy of the ordinance beforehand, then the ordinance must be read aloud at two separate Council meetings before voting may proceed (unless the Council votes to suspend the rules).
Passage of Ordinances
Unless otherwise mandated by the State of Illinois or another governing body, the passage of all ordinances requires a majority vote of the sitting Council members. The vote of each member shall be recorded in the journal of the City Council.
Resolutions for Monetary Expenditure
With the exception of an emergency (which shall be declared as such by the City Council) no resolution authorizing the expenditure of any City funds can be approved without the resolution being first sent to the proper committee followed by a report on the resolution and committee’s decision to be given by the committee chairperson.
Motions during Debate
With the exception of making a motion to either adjourn, table, defer, amend or call the previous question, no motion shall be made when an item is under debate.
Motion to Call the Previous Question
The motion to “call the previous question” allows for the main question under debate to be put before the Council without further debate.
Roll Call Votes
During a roll call vote, each Council member’s name will be called individually in order of seniority to register a vote on an issue. Other than for a brief explanation of the member’s vote, under no circumstances will further questions or comments be allowed during this time.
Reports of Committees
All standing select committees to which a matter is referred shall report thereon at the next regular City Council meeting, stating the facts and their opinions thereon. A “minority report” shall be allowed, which report shall also be placed on file.
Resolutions from Committee
Any resolution coming from a committee to which the matter has been previously referred in any form may be acted upon by the City Council without a suspension of rules prior to consideration of such resolution.
All of the new business introduced at any meeting shall be referred to the appropriate standing committee, and action shall be deferred until the next regularly scheduled City Council meeting.
